I believe that there have been more mobile bugs than PC bugs. Considering that the developers and testers test on PC than actually on mobile, it makes sense for mobile devices to be overlooked. For instance, at Darkhurst Town, all of the combat among monsters make the game lag a lot for mobile players. My third reason is that the game lags more on mobile than on PC. Even rank quests can be a huge battery-drainer as certain quests aren't designed to be short and sweet, but rather long and grindy.
